  6.          The Back to the Moon Bill - the Next Step
  7.  
  8.   Progress on the Lunar Resources Data Purchase Act is being made on all
  9. fronts: private research companies are becoming aware and extremely
  10. interested in participating in the bidding process; congresspersons and
  11. senators are expressing interest in enactment of this ground-breaking
  12. legislation; officials within NASA and other government agencies look at the
  13. Lunar Resources Data Purchase Act as a new means of turning America back
  14. towards lunar exploration; several pro-space organizations such as the Lunar
  15. Power Systems Coalition view the bill as the first, necessary step in a
  16. return to the Moon.

  18.   However, one vital element is missing from this mosaic of diverse
  19. supporting groups: the space activist community, specifically - you. 
  20.  
  21.   The Lunar Resources Data Purchase Act would authorize the U.S. government
  22. to purchase lunar science from the private sector, with vendors selected on
  23. the basis of competitive bidding. A cap on the bids is set at $65 million,
  24. with allowances for multiple, separate winning bidders to be selected if the
  25. total amount of the bids is under the cap. Both private and non-profit U.S.
  26. entities are allowed to bid, with organizations such as AMSAT, Lunar
  27. Exploration Inc.  and the Experimental Spacecraft Society encouraged by the
  28. authors of the LRDPA to bid.

  30.   For the Back to the Moon Bill to successfully pass through Congress, we
  31. need the activist community, and you, to spend a few minutes to write a
  32. letter to their congresspersons asking them to assist in the introduction
  33. and enactment of the Lunar Resources Data Purchase Act. The following is a
  34. sample letter that you may copy to send to your elected officials in
  35. Washington:

  47. regain America's leadership in lunar exploration.
